Job Summary:

Responsible for the enforcement of adopted and other applicable codes for the City.  Reviews plans, drawings, technical reports and conducts subsequent inspections to insure compliance.  Performs regular inspections of existing commercial occupancies to identify hazardous conditions and code violations that pose a risk to occupants and property.  Assist in field enforcement other codes and ordinances as necessary.  Work involves a variety of tasks associated with building inspection and preliminary plans examination; to enforce applicable codes, regulations and ordinances for both residential and commercial construction.

 

Essential Duties:

Inspect residential and commercial buildings during various stages of construction and remodeling; enforce compliance with applicable codes, ordinances and regulations; recommend modifications and adjustments as necessary. Inspect existing commercial structures for change of use, occupancy, or compliance with applicable codes and ordinances. Inspect foundation, concrete, steel masonry, wood construction, framing, plastering, installations and a large variety of other complex and routine building system elements for both residential and commercial construction. Examines and/or reviews all site and construction plans and specifications submitted with permit applications to insure compliance with the standard codes, zoning requirements, etc. Confer with architects, contractors, builders and the general public; explain and interpret requirements and restrictions of adopted codes and ordinances. Receive calls and answer questions about permits and code requirements; direct inquiries as necessary relating to residential and commercial construction. Retrieve permit information from the computer; verify legal data including owners, tax records, and other data needed to issue permits. Maintain files and reports regarding inspection activities and findings on all active projects. Testify in court as necessary. Conducts inspections and acceptance testing of newly installed fire protection systems; Conducts code compliance follow-ups to ensure that corrective actions have been taken in instances where violations have been found; Investigate and resolve public complaints; determine compliance with City codes and ordinances, recommend appropriate action. Issues corrective notices and stop work orders to violators.  Prepares and defends budget requests before superior’s necessary to accomplish projected work loads at satisfactory levels; approves, executes, and analyzes the expenditures of approved budgets. Attends meetings to provide input into the interpretation, application, adoption and/or modification of the standard codes, etc.; Performs other reasonably related duties in a safe manner as assigned.

 

Knowledge and Abilities:

Thorough knowledge of the various Building, Mechanical, Plumbing, Electrical, Fuel Gas and Fire Codes for both residential and commercial occupancies; thorough knowledge of current construction methods, materials, tools and equipment. Ability to detect hazards and violations and detail what the Codes require during field inspection work.  Must possess the physical ability to move up and down stairways and ladders and move in confined spaces such as attics and crawl spaces.  Must be able to see well enough to read small print on building drawings, plans and reports.  Ability to enforce code requirements and regulations with firmness, tact and impartiality.  Ability to communicate effectively verbally and in writing; ability to use a computer and develop documents, reports, maps, and/or graphs, as needed; ability to establish and maintain effective working relationships with employees, other departments, contractors, builders, and the general public; ability to read and accurately interpret plans and specifications, and to compare them with construction progress; ability to stay current concerning changes to various codes and building methods;

 

Qualifications:

College degree in a related field and two years of related experience, or a high school diploma / GED and a minimum of five years of experience in construction, inspection or engineering.

 

Must have, or be able to obtain within one year of employment, the Residential Building Inspector certification from the International Code Council.  Subsequently, must be willing and able to obtain in a reasonably timely manner additional ICC certifications including but not limited to: Building Inspector, Building Plans Inspector, Fire Inspector, Electrical Inspector, Plumbing Inspector, and Mechanical Inspector. 

 

Must maintain all certifications.

 

Must possess and maintain a current driver’s license and have a safe driving record.

JOB DESCRIPTION

To combat, extinguish and to do work in the prevention of fires; to respond to a variety of emergency calls to protect life and property; to participate in station equipment and apparatus maintenance; to drive apparatus when specifically assigned; and to do related work as required.

JOB QUALIFICATIONS

All personnel are required to be of at least (21) twenty-one years of age, have a high school graduation certificate or equivalent, currently possess a Firefighter I certification from the Alabama Fire College or have successfully completed the Candidate Physical Ability Test within the previous 90 days.   In addition, all personnel are required to have a valid State of Alabama Drivers License.  Preference will be given to those candidates who have completed the requirements below, and are familiar with this department’s procedures, apparatus and community.  Applicants must possess the following qualifications to be considered:

  • Valid State of Alabama Drivers License
  • Firefighter I /II Certification or have successfully completed the CPAT within past 90 days.
  • EMT-Paramedic preferred, or currently enrolled in final semester of paramedic training program.

Responds to fire and emergency alarms with a company, lays and connects hose, hose nozzles and directs fog and water streams; raises and climbs ladders; uses chemical lines and extinguishers; removes persons from danger and administer aid to injured persons; performs general work in the upkeep of fire station buildings and grounds, and fire apparatus, auxiliary equipment and tools; performs fire prevention inspection duties as part of a company, making business, industrial and home inspections; responds to calls and performs rescue and first-aid work in non-fire emergencies where necessary to save life, prevent harm or preserve property; participates in a continuing program of training and instruction or an individual study of technical material and attendance at a minimum of twenty (20) hours scheduled drills and classes per month;  when specifically assigned and upon demonstration of competence, drives and maintains a variety of fire apparatus, assumes responsibility for the mechanical soundness of the equipment.  Perform public service duties, attend public and private functions as the Department deems necessary, advance personal and professional education, take pride in self and in the uniform worn and maintain a high moral professional standard.
